These new regulations are binding on all members of the APF and apply to parachuting activities conducted or undertaken under the auspices of the APF. As usual, an Amendments table in each document lists significant changes since the previous issues. All changed text is also highlighted throughout each document by a vertical line in the left-side margin adjacent to changed text.  Here is a summary of key points relevant to your title/group:

All Jumpers and Group Members

  • OR 9.8 - Remove reference to AMSL (Above Mean Sea Level) in relation to high altitude descents.
  • OR 9.11 - Include requirements for flag/dangerous goods descents (not on a display) must be approved by the DZSO.
  • Misconduct Policy and Procedures Manual (MPPM) - Changes to ensure compliance with CASR Part 149. Part 4.4(d) amend 21 days for internal review decisions.
  • RS 50 - Update definition of "Internal Review Panel"
  • RS 52 - Allow any instructor or coach to sign landing accuracy descents.
  • RS53 - Amend High Performance Canopy Coach pre-requisites to align with industry requirement and needs.
  • Exposition - Allows a wider scope of experience required by the Accountable Manager
  • Parachute Equipment Guide (PEG) - Introducing new document.
  • Drug and Alcohol Policy - Update definitions and recording of tests

Chief Instructors, Instructors and Coaches

  • Training Operations Manual -  Ensure clarity on persons being carried on a PJE aircraft. Remove requirement of DZSO endorsement to administer Cert A exam. Amend wording regarding GCA

Jump Pilots

  • Jump Pilot Manual - Create mandatory restriction on minimum exit altitude for tandem descents.

Examiners

  • Examiners Manual - Allow Rigger Examiner to conduct final assessment for Packer B

Display Organisers and Display jumpers

  • Display Manual - 4.11 Update reference to APF Equipment Standard. Approval for carriage of flags amended.

  • Display Manual - Appendix 2 Remove requirement of CASA approval for certain dangerous goods.
