ABOUT THE REGULATORY CHANGE OR UPDATE Process

The APF’s process for initiating changes to its Constitution, Operational Regulations, Regulatory Schedules and/or Manuals and Guides is explained below (formerly known as the NPRM (Notice of Proposed Rule Making)). The process may vary, depending on the document involved with the proposed change and the significance of the change. Below are two examples of the steps generally followed:

For changes to the APF Constitution

  1. Proposal of introduction or alteration;
  2. Governance Committee review;
  3. Membership consultation;
  4. Consideration on feedback from consultation;
  5. Governance Committee review;
  6. Board review and approval;
  7. Dissemination to the membership, stakeholder and interested parties; and
  8. Rule and Regulation become effective.

For significant changes to the regulations

  1. Proposal of introduction or alteration;
  2. Technical and Safety Committee review;
  3. Membership consultation;
  4. Consideration on feedback from consultation;
  5. Final Technical and Safety Committee review;
  6. CASA review (Operational Regulations only);
  7. Board review and approval;
  8. Dissemination to the membership, stakeholder and interested parties; and
  9. Rule and Regulation become effective.

Note: Not all changes or corrections must go through all these steps. The APF Board, it's Governance Committee, the CEO and the Technical and Safety Committee may also make some rule changes without the need to go through every step.
